A historic convention convened in Louisiana as delegates gathered to discuss state priorities. Key figures and organizations mapped agendas, with emphasis on regional development and policy proposals shaping the session's early phase.
Morning session at City Hall includes succession of officers nomination and a 4 a.m. start. A 2 p.m. business session precedes a banquet at the Monroe Hotel. Visiting dignitaries are welcomed at the Lyceum Theatre and Monroe Opera House.
The fourth annual Louisiana State Federation of Labor convention convened in Monroe with delegates from major cities. The opening session in City Hall featured welcoming addresses, a high-minded response by President T. Z. Creer, and remarks by Dr. C. Newman. Capt. Eugene G. Courtney spoke for the Central Trades Council praising labor's aims and history, noting the movement's growth and the goal of service over politics.
Delegates heard speakers including Capt Courtney who cited Labor Conquers All and Christ’s rule to treat others as one wishes to be treated. Mayor Apgar praised Mouroe residents, while Judge Schulze urged learning, fairness, and conservative progress, calling for harmony and rank-and-file approval.
The thirtieth annual State Sunday School convention convenes in Shreveport for three days tomorrow. A special Monroe to Shreveport train runs Wednesday morning and returns tonight, with 75 to 100 senior workers slated to participate in a parade. Monroe and West Monroe Sunday Schools plan delegations, fare is 3.90 for adults, half for children. Marion Lawrence will attend as a noted Sunday School worker.
Court officials withhold full list of indicted candidates from recent primaries. Reliable authority says fourteen indictments were returned for failure to file expense accounts. Named include Emmett Ramses for sheriff and others for parish, city, and police jury offices. Indictments reportedly carry no penalties beyond barring the winner from taking office, and most contests had opponents who also failed to file.
A fire this afternoon destroyed two five story buildings on Beekman street and spread to the fifteen story Beekman and Nassau street skyscraper. Tenants were ordered out of the twenty story New York Sun building.
Villa Again is described as the bandit leader who reportedly slipped through a military net, prompting concern over security gaps and ongoing manhunt efforts.
Reports from El Paso and Juarez say Villa and his band may head to Chihuahua City to persuade Carranza troops to revolt and join him against the Americans. Washington officials note possible desertion of Colonel Cano from Carranza, with no firm confirmation. Storms and snow hamper Pershing’s forces as Carranza troops move toward the border. Nuevo Laredo authorities deny Cano’s defection from Carranza.
Lieut John F. Mort was court martialed for leading a detachment into Mexico to rescue two American soldiers. He has been found guilty and sentenced to be reprimanded, according to an announcement by General Funston.
Army guards tightened along the Columbus to Cagas Grandes line after confidential warnings that Francisco Villa supporters were gathering in the Chihuahua desert north and south of Ascencion to threaten the American punitive expedition. Lieutenant A W Gullier, Twentieth infantry adjutant, departed for Colonia Dublan to coordinate coastal operations.
Reports from Colonia Dublan say American Seventh Cavalry ride night and day north of Guerrero and east of the Mexican Northwestern railroad in pursuit of Villa. No decisive word from official sources yet with rumors that Colonel Dodd’s forces may have captured Villa. Mexican towns like Palomas are being crossed by U S troops on the hunt amid questions about Carranza troops loyalty and Cano’s possible alliance with Villa. Meanwhile in Atlanta the Board of Health shuts down drug fiends as city doctors struggle with patient load.
The first general meeting of the international High Commission of leading American Republics opens in Buenos Aires in April. Delegates from U S and Central and South American governments will meet for two weeks to advance closer Western Hemisphere unity. The Washington conference last year spurred the plan for mutual cooperation. The U S delegation aboard the Tennessee arrived recently, led by William G. McAdoo with Fletcher Peters Untermyer Fahey among its members.

President Wilson plans to bowl the opening ball at the Atlantic Coast tournament in Washington. If he hits the head pin the country will root for him. the president warned he is no expert bowler though his eye will be on the head pin whether the ball rolls true or into the gutter.
Joliet officials announce the prison commission orders start of site clearance for Joliet’s new three million dollar facility. Two hundred honor convicts will begin today clearing the site as the project moves forward.
The Chamber of Commerce will occupy the former Missouri Pacific Iron Mountain building on Grand Street. Repairs are underway and a ladies rest room is being arranged. A public ladies rest room will serve visiting women and is anticipated to be well used.
A Monroe Chamber of Commerce appeal reports $7,000 raised with hopes to reach $8,000 and then $8,000. urging unsubscribed area residents to join. Names of recent members listed include Handy, B. B., Neighbors, John, Ely, C. A., Cooley, G. B., Barrow, Fitzgerald W. A., Pollak, J. B., Famous Co., Ltd., Oakley, J. D. Finance Committee.

London reports Lieutenant-Commander Breithaupt of the Zeppelin L-15, after the craft was hit and sank in the Thames estuary, said no German navy or army officer would willingly kill women and children.
