Communist guerrillas pressed southward through flood damaged provinces as premier Tran Van Huong faced hostile questioning from the High National Council. Buddhist students demonstrated calling for an end to his regime while troops and police restrained the riot amid protests near Dien Hong Palace.
W E Whetstone of Monroe was chosen president of the State Board of Education in Baton Rouge on Friday succeeding Dr Boyd Woodard of Lake Charles. Representing the Fifth District since January 1962 he pledged to push education forward while cooperating with school personnel. Enoch Nix of Bossier City was elected vice president and Superintendent William J Dodd remains secretary.
Chinese Premier Chou En-lai concluded an eight day mission in Moscow with talks described as comradely but producing no clear path to resolve the split between Moscow and Peking. Pravda urged peaceful coexistence, while observers awaited further meetings possibly in Peking next year. Non official reports spoke of a postponed Dec 15 preparatory meeting for a mid 1965 world Communist conference.

Gov John McKeithen said he would sign a one cent sales tax increase if individual legislators push it through the legislature but doubts passage. He outlined an administration program to broaden the tax to new areas including real estate transfers excluding homesteads and mineral rights, with about 18 million in new revenue this year and 10.8 million more from other measures. He noted 2,000 teachers would march on the capitol to demand a pay raise and suggested local authorities could raise portions of the pay raise if the administration bill fails.
