U S engineers named William Crumpecker and Sons Co of Morehouse Missouri as apparent low bidder for the flood plain section of the Texarkana dam near Texarkana Texas bidding 1 858 103 based on sheepsfoot rollers and 1 871 603 with rubber tired rollers. Sixteen bids were submitted for the project which includes 2 750 000 cubic yards of compacted fill 83 000 yards of dumped riprap 45 000 cubic yards of sand and gravel and one mile of maintenance road. The dam will be 18 500 feet long and 100 feet high over the Sulphur river near Atlanta Texas as part of Red River Basin flood relief. Formal award will mark the third contract in the overall project.

In New Orleans on March 21 a 19 year old mother, Mrs. Margaret DeGeorge, was held after her infant son Leonard De George Jr aged 17 months and daughter Linda Ann aged 5 months burned to death in a cottage fire. Neighbors restrained her from reentering as a gas heater burned and she had briefly gone to fetch milk. Fire engines arrived as flame and smoke blocked would be rescuers.
