State Bond Reform Backed by Full Faith and Credit Push
The research council cites Act 168 to require all future bond issues be backed by state full faith and credit and end agencies created to issue bonds. Since 1962 PAR notes 297 million in bond principal approved without voter approval or full faith and credit. Act 170 would use tide lands settlement funds to retire callable debt, cover debt service, and finance capital improvements up to 10 million yearly, saving millions in interest if callable bonds can be retired early.
