Sovereignty Commission Formed in Louisiana
Louisiana created the State Sovereignty Commission after Gov. Jimmie Davis signed the bill as an emergency measure. The 13 member body includes five ex officio officials with eight seats to be appointed from the eight congressional districts. The panel can subpoena witnesses and conduct investigations but must act through courts and will pay daily stipends and travel costs. Continued on page two-A.

House Votes New Foreign Aid Funds
