Washington April 13 A House flood control committee plans a markedly different lower Mississippi program from Major General Markhams proposal. It likely calls for abandoning the Eudora and Boeuf floodways and building reservoirs in the Arkansas and White river basins.
Tokyo warns US moves to limit Japanese access in Central and South America could blunt Japan’s demand for American cotton. The foreign office notes Nippon’s exports to those markets would shrink, hurting US cotton sales to Japan, a major portion of US agricultural exports. Continued on Eighth Page.
The Times Picayune reports the Louisiana legislature will meet in a Baton Rouge special session on Monday to pass Huey P. Long backed legislation. It would empower the governor to form a board to spend federal ERA and PWA funds. The plan follows Hopkins appointing Frank H. Peterman ERA administrator for Louisiana.
Stresa Italy France and England wrap up after 18 hours with a plan for peace in Europe. Germany offers an eastern non aggression pact with exceptions and a Rome May 20 Danubian conference to protect Austria. An air defense pact and rearmament in Austria Hungary and Bulgaria receive backing.
Attorney Fred M. Hudson warned before the House Flood Control Committee in Washington that amendments to the flood control act could erode national responsibility. He cited two bills before Congress regarding rights for floodway construction and flowage payments, arguing one would protect property owners’ constitutional protections while the other would require government and state agencies to secure flowage rights for Mississippi River diversions.
The Weekly Business Review by Dun and Bradstreet foresees the sharpest rise in business in the past 25 years, boosted by $5 billion government appropriations and renewed consumer demand. Merril Anthony, 18, of Monroe, arrested after police traced three local store robberies to him. Tarver says he may admit to additional incidents. Saturday officers pursued him, he dropped a bundle of 106 cigarette packs, later found to be stolen from North Side pharmacy, Serv-U grocery and Clark's pharmacy with losses totaling about 10 to 12 dollars plus cigarettes.
Washington April 13 The Townsend old pension plan offered as a substitute was radically changed Halfway through 20 hours of debate Rep Buck said the plan would provide a 50 dollar monthly payment to those over 60 Originally the Townsend program was 200 a month Democratic leaders expected to defeat the plan and clear a showdown vote if offered as a substitute to the administration bill The change in the Mc Groarty bill reduced support and was seen as almost certain to fail with about 50 votes expected
Wallace issues a warning against opponents of the AAA program claiming drastic action could follow if the program is disrupted. He warns that aggressive forces threaten the economy and national interests.
Secretary of Agriculture Wallace warned processors and farmers in Atlanta that destroying the agricultural adjustment program could trigger stronger action. He reaffirmed that the cotton processing tax would continue and accused textile manufacturers of leading the movement to end the tax. He spoke to Georgia and neighboring states at Wesley Memorial church, framing current opposition as an attack on the entire program.
In Federal Court Judge Fisher case defense attorney Hugh Wilkinson challenged government evidence on 1929 to 1932 tax debts alleging Joseph Fisher owed over 4000 dollars. Witness Ellis Irwin said he paid 2478 dollars to laborers and later, after memory refresh, revised several answers. Irwin stated he turned 6322 dollars to Jules Fisher and that Senator Fisher reimbursed income tax paid on a separate 880 dollar check.
Albert Richard Burns 24 of Fryeburg La confessed to a Justice Department agent and Bienville Parish officers that he wrote an extortion note on April 5 demanding 1500 from Sam L. Carter a Heflin planter. Burns was re arrested after officers intercepted a dummy package and he picked up the note. Federal Agent Leslie Kindell played a key role in the case.
Governor Allen issues a proclamation creating a 68000 acre Theodore Terzia Game Preserve in Morehouse Parish in memory of Theodore F. Terzia of Monroe. The preserve will serve as sanctuary and breeding grounds for wildlife for ten years through leases by Crossett Timber and Development, Southern Carlton, and local boards, with credit to State Senator Leo Terzia and Smith Stevenson for pushing the project.
Pioneer resident Troy Ragus is jailed here on charges of passing two forged checks one for ninety dollars at Hunt and Whitaker and another for twelve dollars at West Monroe State Bank. Also named are Ventrus Thompson charged with auto theft and Ike Lowe awaiting transfer for a two year sentence. E G Pringle arrested for disposing of mortgaged property autos and Pensacola authorities seek him.
Beverly Hills dispatch reports a letter urging Democratic postmasters in Los Angeles County to block mail for Republicans. The author claims postmasters seek a four year term with an option and proposes politically motivated delays as “advice.” The letter hints at retaliatory anti Republican propaganda.
Huey P. Longs administration filed civil suit to restrain disbursement of 1.8 million dollars by the New Orleans sewerage and water board, while the attorney general moved to dismiss the citys finances readjustment under the Fletcher Wilcox act. The governor asked the court to halt bond proceeds but filing was after noon. The case targets mayor T Semmes Walmsley and twelve city officials.
In Chicago on April 13 a hoodlum wounded Sanford Gimpy Rosenbaum bodyguard to Edward Slike O'Donnell after firing three shots on Wells Street near the Loop. Rosenbaum, shot while parked for a quick getaway, is likely to recover and has not spoken.
Bergie Honeycut Johnson of Jeff Davis County admitted in Prentiss to a grave social error for harboring Raymond Hamilton and his friends but denied conspiring to rob the Bank of Blountville. Charged with robbery with a firearm and as an accomplice, she pleads not guilty with bond set at 10,000 as prosecutors seek potential death penalty if tried.
Mayor Arnold Bernstein plans to ask the U S government for money to eliminate grade crossing hazards in Monroe Ohio. He cites a $1 588 000 already proposed for local build plans and lists Walnut street Illinois Central and Thomas street Missouri Pacific as priority sites. Roosevelt outlined four principles guiding crossing relief with federal funding covering full cost and completion by July 1 1936.
