Stalin said no real risk of new war and forecast long friendly cooperation with western democracies despite differences. He warned U S monopoly on atomic weapons threatens peace and that U S military presence in China endangers regional stability.
The United States said the Soviet government has refused to carry out its share of a three way Yalta agreement and failed to indicate reasons. Undersecretary Will Clayton presented the note publicly at a news conference, recalling the pledge to aid axis satellite states.
Stalin defended peace plans and demilitarization of Germany in responses to questions from Alexander Werth. He downplayed a new war and said atomic bombs cannot decide outcomes, while noting dangers from militarist budgets and troop mobilization.
Howard Teasdale of Monroe was elected president of the County Normal School Principals association. Fred Hake of Rice Lake and L. O. Tetzlaff of Sheboygan Falls were named first vice president and secretary treasurer respectively. The county superintendents joined in naming Theodore Sorenson Chippewa as president and Patrick Flanagan Calumet as vice president with L. D. Culver Portage as secretary treasurer. In Fars province rebel tribesmen who seized Persian Gulf villages presented their demands to Premier Ahmed Qavam. In Detroit, 24 men were sentenced for conspiring to violate price rules in a $3 million used car scheme, with fines totaling $100,000.
Washington AP reports Representative Weichel and Bradley pressed for a full investigation as Kaiser Co. faced tough questions on wartime profits. Chair Bland denied a prompt answer, noting the vast, technical scope requiring accountants and engineers. Kaiser claimed the committee’s line of inquiry would take extensive staff time to resolve.
Washington weighs a field of candidates to succeed Harriman as ambassador to Great Britain. Leading contenders include Ellis Arnall Georgia Will Clayton Mark Clark James Dunn Robert Jackson Joseph Kennedy Robert LaFollette Freeman Matthews and Eleanor Roosevelt amid focus on pocketbook stature health and past performance.
The Times and Monroe merchants launch the Pick the Winner Football Contest with prizes of 5 2 and 1 dollars. Entries must reach the Monroe Evening Times office by noon Saturday and are open to all families except Times staff and relatives. Correct game forecasts come first in judging with score closeness as tiebreaker.
Mrs. Ray McNitt a 63 year old Judo resident is Green county s first highway fatality of 1946. She died at St Clare hospital after injuries from a Sept 6 wreck on highway 1181 two miles east of Monroe. The victim, born Ida Klaas, was survived by her husband a daughter a brother and three grandchildren. Funeral services will be held at Juda Evangelical church with Rev Peter Retzlaff officiating. Burial will be in Union cemetery Spring Grove.
Clarence G. Cooke of the Citizen Patriot Jackson Mich spoke to the Central States Circulation Managers association on survey results showing rate increases among member papers. Michigan papers shifted from 20 to 25 cents and 25 to 30 cents for 7-day delivery, with Illinois Wisconsin Kentucky Indiana also reporting 6 day and 7 day rate changes.
The Commerce Department reported that pulp and paper supplies will not improve until spring 1947 despite higher domestic output in August. Many major newspapers need at least 25 percent more newsprint and distributors could use up to 6 percent more supplies. Inventories of most grades are negligible and few expect stock buildup of European pulp before the shipping season closes.
Knights of Columbus announce their Columbus Day banquet will be held at 7 p.m. Sunday October 13 in Turner hall. Rev. Michael J. OConnell former president of DePaul University will be principal speaker. A post banquet dance features Arthur Musselin s Fort Atkinson orchestra with vocal selections by the Zuercher sisters Brodhead. Committee members include W C Bender chair William T Kane Harold J Lamboley and William Hogan.
Wisconsin’s total property assessment for 1946 reached 5.828 billion dollars, up 9.36 percent from 1945. Real estate, 83.62 percent of the total, rose 9.44 percent, while personal property, 16.38 percent, advanced 8.94 percent. Milwaukee County climbs to 1.575 billion, with other counties showing substantial gains including Brown, Dane, Fond du Lac, Manitowoc, Marathon, Outagamie, Racine, Rock, Sheboygan, Winnebago. County tallies list Green, Lafayette, and Iowa among those totaled for 1946.

Roy Bissig and James Holcomb spotted a blaze in a car in the 1700 block of 11th street and called the fire department. A car driven by Ralph Lueck of Browntown struck a main support of the Dill bridge over the Pecatonica River at 11 last night causing the span to lean. Lueck and two Browntown passengers, Francis Swiggum and Oscar Schumacher, escaped with minor injuries. The bridge is closed pending repairs, with traffic rerouted via highways 81 and 78.

Dr. Arthur C. Akey, 51, a Merrill dentist, has been missing since yesterday noon. Police Chief Hugo UHanig says authorities statewide are aiding the search after his wife reported the disappearance. He was last seen getting into a taxicab from his office to a hospital for an extraction but did not enter.
