The Wisconsin Senate debated Lucey Hollander and Steinhilber tax plans with Steinhilber advocating a less drastic change and preserving 300 million dollars in origin based allocations. He warned of failures to act and urged a committee study while Lorge pressed for action or adjournment.
Storms swept southwestern and central Wisconsin with a tornado sighting three miles south of Lancaster at about 3 pm causing wind and tree damage. No injuries reported. In Milwaukee, the decomposed body of Sharon Hoffman, 20, found in a weeded lot downtown. autopsy cites multiple stab wounds.
A six member swing combo of state representatives played tunes in the Capitol Rotunda Thursday under Rep. Joanne Duren. About 100 lawmakers and state employees listened as Miss Duren played bass viola. Members included Marlin Schneider Manny Brown Carl Otte William La Fave and Janet Mielke. Senator Clifford Krueger praised the performance saying the music was good and wished legislators could read bills as well as the musicians read music.
A suburban civic group, Stevens Point State professor M Baumgartner, and a veterans’ organization urged lawmakers to intensify pollution controls. Legislators invited to the meeting did not attend. Baumgartner warned air pollution could become a lethal municipal shroud and urged serious commitment to recycling as a solution.
Governor Patrick J. Lucey urged Wisconsin residents during a Won derful Wisconsin Week tour to back environmental welfare and social improvement plans. He asked lawmakers to merge state college administrations and expand private citizen participation in public programs while visiting Kenosha Waukesha Sheboygan and Marinette. He praised minority capitalism during a stop at a black owned brewery and stressed broad citizen inclusion in state efforts.
Baraboo reports the Wisconsin board overseeing the Department of Natural Resources calls on Congress to define jurisdiction between state and federal pollution abatement agencies. It notes the use of the 1899 Refuse Act by federal agencies as a nuisance and asks for guidelines and funds to enforce state rules.
In Washington AFL CIO chief George Meany said labor would cooperate on any fair wage price stabilization after the 90 day freeze. Leonard Woodcock and I W Abel signaled talks would continue as unions push for retroactive pay and hikes due under contracts.

In Attica inmates holding about 30 guards and four employees hostage rejected physical reprisals as a federal court order barred such actions. Despite a Thursday meeting with Corrections Commissioner Russell Oswald, tensions remained high with ongoing hostage holds and peaceful behavior noted by officials.
In Madison Wisconsin Republican senators narrowly approved a tax redistribution bill with only two dissenters. The measure goes to the Assembly where Democrats will push amendments in conference. A conference committee will iron out differences as a parallel panel prepares final action on the $2 billion state budget.
