In Montreal Premier Robert Bourassa pledges to keep police emergency powers as long as the Cross case remains unresolved. Four more arrests bring total to 409 since the War Measures Act’s invocation, with 132 still in custody as the crackdown broadens.
United Fund of Monroe launches a house to house canvass Monday led by Mrs. Sanford Wahl with nearly 200 women contacting residents. The Fund O Matic lets donors set monthly pledges drawn from checking accounts for 12 months to meet a 1970 budget of 36750 dollars, including 3900 to March of Dimes and 3200 to Wisconsin Heart Association.
Wisconsin political infighting moves into a final round with endorsements and hints. Milwaukee Mayor Henry Maier and County Executive John Doyne decline endorsements, Maier backs Lucey, Olson hails unity and new liaison role, while Doyne stays nonpartisan. Lucey attacks Olson ads as rock bottom campaign tactics. Republican John Erickson criticizes Proxmire on defense spending. Proxmire defends the budget as harmful deficit projections loom.
Attorney General John Mitchell outlined new recommendations to President Nixon after talks with 13 top police officials. Aims include anticrime measures and a push by police groups for federal crimes on attacks against officers, with possible death or life penalties for slain officers. Mitchell cautioned against a single nationwide conspiracy and noted renewed federal safeguards against kidnapping.
President Nixon urged support for pro administration candidates in California Anaheim remarks calling next Tuesday's election crucial and promising to confront violence. He referenced the San Jose protest, outlined a four-state swing, and aimed to bolster Sen. George Murphy's bid while Tunney leads in polls.
In a 90 minute state of the nation address President Nguyen Van Thieu rejects a coalition and warns the Communists will lose. Across the coast more than 150 dead and about 150000 homeless from floods stretch from Da Nang to Chu Lai with evacuations under way.
