The plan calls 347000 for E bonds with 432000 to follow, and most municipalities receive roughly half their earlier quotas. Ketter expressed confidence the total will be raised well before the December 8 deadline, noting Green County set a high pace last July.
The Green County school board convention will start at 9:30 a.m. in the Goetz theater Monroe with remarks by County Superintendent Miss Florence Wartenweiler. Speakers include Roythienfeldt on school situations, Harold Lautz on sanitation, and Clarence W. Lengacher with Green County facts.

Washington forecast today a net income decline for farmers in 1946 of up to 15 percent, though cash receipts from marketing may fall less. Monroe chamber and city council plan a December first lighting of the ness district for a month. Funds from local businesses plus city support aim to break even as new wiring bulbs and greenery replace old wartime gear. Lighting will extend beyond the square with green arches linking eight streets, equipment pledged by November 20.
Milwaukee report quotes Stephen C. Hughes assistant administrator of the Farm Security Administration saying wartime city rush is reversing and a back to the farm movement is evident. He notes demand for farms may exceed supply as county loan committees struggle to find suitable properties for veterans under GI bill and FSA programs. He warns against past WWI veteran price inflation and unsuitable farm purchases.
An official Changchun dispatch says Chinese government troops will land in Manchuria under a truce agreement with Soviet authorities. The talks occurred in cordial terms and Chiang Chin-kuo, Chiang Kai-shek’s son, attended. Meanwhile Gen Yen Hsi-shan claimed 100,000 Chinese Reds were attacking Tatung railroad junction in northern Shansi, unchecked.
The Socialist party of Wisconsin asks the state board of normal school regents to reopen its review of discrimination charges against Prof. Joseph R. Cotton who was dismissed from Milwaukee Teachers College after a ward hearing.
Donald F. Stewart, 63, publicity manager of the Loyal Order of Moose and editor of Moose magazine since 1924, died last night in Aurora. He was a native of Fletcher, Ontario.
President Truman outlined a wage price policy favoring reasonable wage increases to prevent deflation and unemployment, allowing price rises only where necessary. He warned labor against excessive demands while noting industry can bear some raises from profits, with six months as a potential window for price increases and essential conversion industries eligible to seek hikes.
President Truman, after advocating moderate postwar wage boosts without major price changes, declined to specify a percentage. He said wage increases must be determined in each case through collective bargaining, referencing his last night address on wage price policy.

Neenah reports the University of Wisconsin alumni association awarded F. J. Sensenbrenner a certificate of appreciation for distinguished service and leadership at a testimonial dinner. John Berge, secretary, presented the award as about 300 association members attended the event.
In the American occupation zone in Germany idle youths and returning soldiers show signs of unrest tied to resentment against displaced persons. The U S authorities note rising bitterness over food theft and property crimes, with some murder and looting reported. About 22,000 civilian police operated, arming restrictions limited to Bremen. Authorities expect 60 to 70 percent of Poland's 250,000 displaced persons to be repatriated by December 1, 1945.
A special A P meeting is set for Nov 28 in New York City to amend bylaws to align with a supreme court decree on admission of new members. Five applications will be voted on, including Marshall Field, Eleanor Medill Patterson, Hearst Publications, Times Publishing, and Oakland Post-Enquirer. The court ruled members may not consider competitive effects on existing members when voting.
