GM warns full production in November depends on a quick end to the seven week old United Auto Workers strike that has idled 400,000 workers since Sept. 15. Earl Bramblett notes the difficulty of ratifying an agreement and restoring plant readiness.
The law moves federal narcotics enforcement toward punishing dealers rather than users, lowers marijuana possession from a felony to a misdemeanor, and expands education and treatment with an extra $26 million. It adds no knock entry rights for federal agents and requires a two year study on marijuana effects and causes of drug abuse.
Montreal mayor Jean Drapeau warned that if political kidnappings continue in Quebec, they could spread to the United States. He said FLQ targets include government figures and that fear could drive a provisional, nonconstitutional government as authorities warned the revolution could gain traction for years.
John C. Weaver of Missouri was chosen to lead the riot troubled UW Madison with 34 000 students. He will be inaugurated by Feb. 1 and begins duties after finishing at Missouri. Governor Knowles praised the regents decision amid campus disorder. Weaver to earn 45000 dollars yearly. Workers at Kimberly Clark mill return to work after 47 day strike ending with a two year contract.
Glenn Pound of the UW College of Agriculture warns at the Pure Milk Products Cooperative meeting that dairying could become a liability if Wisconsin relies too much on one commodity. He urges productivity gains per cow through research and two main goals: broaden dairy markets and improve public health. The report also notes Zond 8, a Soviet unmanned spaceship, completing a moon photographic mission and returning to Earth.
A Green County Forestry Educational Center event drew over 60 visitors for a Sunday tour and slide lecture. Attendees learned about grazed versus non grazed woodlots, tree species, wildlife habitat, and forest management practices while a naming contest for the nature trail is underway.

Two American diplomats said a pilot error caused a light plane with Maj. Gen. Edward Scherrer and Brig. Gen. Claude McQuarrie Jr. on board to land in Leninakan Armenia after a wind gust blew it across the border. The four men are detained near the border in comfortable conditions, health reported good, while the U.S. seeks their release. The incident follows prior tensions over U.S. reconnaissance flights near Soviet borders and cites the Powers U2 episode as context.
Green County children ages 1 to 12 are invited to receive rubella vaccines on November 19 and 20. The shot will be available at Monroe Community Center night clinic 6 30 to 8 00 PM for pre schoolers and during regular hours for school age children.
