In Battle Creek Michigan officers on strike since October 10 vow to stay off the job despite Monday threats of firing. The dispute centers on leadership and morale amid suspensions of rookie Patrolman David Garms and 38 other officers. City officials offer reinstatement to the 38 if they return, while seven probationary officers including Garms remain unrehired. A 200 strong City Hall rally underscored local pressure to reinstate all 45 officers.
Wisconsin officials warned at a Natural Beauty Council meeting that junked autos have grown into a nationwide blight. Att Gen Robert Warren cited 40 million derelict cars and urged new salvage methods and a burial tax to fund disposal costs.

Allan B. Holtshopple Monroe Public Schools Audio Visual director led the eighth annual Northwestern Wisconsin Student Librarian Workshop at Neillsville High School. About 250 student librarians were expected to attend as Holtshopple showcased tailor made materials and the role of television in schools. He demonstrated video tape work and slide projects including Wisconsin areas and a new Historical and Recreational Areas of Wisconsin program. He spoke on informing others about programs and displayed the Audio-Visual Equipment Manual he authored. A new portable video unit was shown, battery powered and carryable for field recording.
Armed guards occupy every corner of the jail building where John Linley Frazier, 24, is held on five counts of first degree murder. He pleaded innocent at a tightly guarded arraignment as detectives pursue a single-suspect theory.
In New York the Big Four press Egypt Jordan and Israel to extend the cease-fire past November 5 and push for renewed peace talks. U Thant announced the plan after a three hour dinner with Gromyko Schumann Douglas-Home Rogers and Jarring as the UN marks its 25th anniversary.
Ralph James McGuire 72 member of the Green County Board of Supervisors died of a heart attack at Adams Township farm and was pronounced dead at St. Clare Hospital Monroe. He served on the county board District 7 and Adams Township board for 20 years. Funeral services set for Oct. 26 at St Nessy Funeral Home and St Victor's Church Monroe with burial at Calvary Cemetery.
The Green County Regional Miss American Teen-Ager Pageant unfolds at Monroe Junior High School Auditorium tonight at 8. Contestants include Deborah Elliott Billie Reigle Sandra Miller and others from Brodhead and Monroe. Winners advance to state finals with the national event set for September 11, 1971 in Palisade Park New Jersey.
Charles Steidler, current Gibson's Discount Center manager, is being transferred to a larger Fairmont Minnesota store. He will leave October 28. David Inglis will take over as new manager, coming from the Sturgeon Bay store where he was manager and previously assistant here for six months. Steidler, a New Jersey native, opened Monroe store in June 1968. his wife Bonnie and four children will stay in Monroe until housing is ready in Fairmont.
