Wisconsin Governor Nelson urges bipartisan negotiators to adopt a three per cent excise tax on non essential purchases and a half per cent boost to withholding income tax to raise 142 million for the current biennium. The plan includes 50 per cent relief on merchant stock taxes and 50 million in real property tax cuts over two years. A 65 per cent forgiveness on 1961 liabilities is proposed for withholding taxes starting next January.
