The Woman's Club of Monroe through the Christmas Stocking Committee requests good used toys to brighten Christmas for needy children. The annual drive, begun in 1950 and ongoing since 1951, relies on individual, group, and business contributions plus United Fund support to fund rejuvenation of larger toys.
Gov Patrick J Lucey says he will act as a neutral observer in Wisconsin s April 4 presidential primary. The former Kennedy backer notes the governor s role should uphold primary integrity and party viability after the contest.
Wisconsin Assembly defeats a bill to raise dealers license plate fees from 1 to 3 dollars amid concern over abuses of the inexpensive privilege often used for personal rather than business purposes. The original proposal would have set the annual fee at 18 50 for all individuals.
MADISON Wis AP legislation to authorize court injunctions to close substandard nursing homes passed the Senate and goes to the Assembly. The Health and Social Services Department would seek injunctions through the attorney general to shutter homes that chronically violate state law and regulations. The bill preserves lengthy hearing and appeal steps for enforcement and license revocation, and the Senate adopted an Assembly amendment exempting county operated facilities.
The Public Service Commission granted Fort Atkinson permission to raise water rates by about 26600 annually to fund a five year improvement plan aiming for a 5.5 percent return. The PSC also allowed Par deeville to boost water and sewer rates by 11300 annually.
The merged Board of Regents for Wisconsin's university system will meet for the first time in Madison. Bernard Ziegler and W. Roy Kopp announced the gathering, where oaths of office and the new body's organization are on the agenda as 19 appointments by Gov. Lucey were confirmed by the state Senate.

The Wisconsin Senate approved a bill allowing counties to form solid waste-control districts, acquire land, and provide disposal services to communities without systems. It permits multicounty districts, research into recycling, and acceptance of federal aid, with backing from the County Boards Association and Gov. Lucey.
Assembly Democrats unveil a substitute plan to guarantee no municipality falls below 90 percent of last year’s revenue while pursuing tax reform. The proposal adds 4.5 million to a 110.8 million tax rise funded by a 25 cent liquor tax, aiming to win moderate Republican support and avert a budget stalemate threatening school aid and local taxes.

Dr Earl W Sutherland Jr of Vanderbilt University won the 1971 Nobel Prize in Physiology and Medicine for discoveries concerning hormone action and cyclic AMP. He said the work began as a hobby and noted AMP can affect cancer tissues, possibly normalizing or killing cells. He will receive the prize in Stockholm in December and earned $88,000 tax free. A second brief item reports Arthur Schroeder 67 of Elkhart Lake Wis died when a loader overturned at a gravel pit.
Leonard F. Schoonover says he was dismissed Sept. 30 by Teamsters Local 579 secretary-treasurer Wallace Federman for challenging the incumbent in December elections. The 1,500-member local covers Rock Lafayette Walworth and Green counties. president Warner Wathke calls the firing an internal matter unrelated to the Elkhorn picketing dispute.
The annual Poppy Sale by VFW Post 2312 and Auxiliary marks 50 years nationwide. It will be held in Monroe Albany Browntown Juda Monticello and New Glarus with Burnell McGuire and Mrs Eugene Hasse leading. Proceeds fund veterans services and the VFW national home for orphans, benefiting disabled veterans and local families.
