Ottawa sources say Canada and Communist China agreed to establish diplomatic relations. The date of proclamation remains unclear. Nationalist envoy Yu-chi Hsueh was preparing to depart, and the Chinese Embassy in Canada was expected to close soon, with a new embassy by the Communist regime anticipated.
Gov. Warren Knowles joined Jack Olson in Sheboygan as Lucey and Schreiber assailed Olson’s tax plans. Lucey accused Olson of misleading the public on tax increases while Olson pledged targeted property tax relief. Schreiber framed the GOP as failing on taxes, law enforcement and pollution ahead of Nixon’s Wisconsin visit.
Beirut AP reports Nasser named Zakaria Mohieddin as his successor before death but he is deemed unacceptable to the Soviet Union. Diplomats say Kosygin warned Cairo that Mohieddin would lack Soviet confidence while Anwar Sadat is pushed as the sole referendum candidate. Heikal faced opposition from Sabry and Sadat who fear harming Egypt’s arms supply via the Soviet bloc.
Gen. William Westmoreland pledged to push toward a zero draft despite mixed reactions from critics and soldiers. He warned that money alone cannot overcome skepticism and called for full public support to replace conscription with an all-volunteer Army while noting ongoing reliance on the draft for years to come. The general outlined steps to improve Army life and reduce ineffective practices, stressing the need to double or triple enlistments and re-enlistments. He also emphasized that selective service should remain as national insurance.
President Nixon joins Vice President Agnew in backing conservative James Buckley while stopping short of an endorsement. GOP leaders host a Goodell fundraiser at Nelson Rockefeller’s Washington home as Nixon plans a 15 hour campaign swing through Vermont New Jersey Pennsylvania and Wisconsin.
St. Victor's School in Monroe adopts a four day core curriculum with Friday set aside for creative classes. The plan preserves reading and arithmetic blocks while integrating SRA reading labs and listening skills programs for grades one through six. Educational television and library use are aligned with core blocks to support individualized learning.
