An AP analysis outlines Nixon’s Phase 2 plan to slow inflation to 2 to 3 percent by end of 1972, favoring flexibility over tight controls. It foresees wage and price reviews by two government boards, with delays to curb inflation psychology and protect growth.
Gov. Patrick J. Lucey appeals to a Republican Senate to form a sincere new compromise committee for reform of Wisconsin's shared revenue system. He cites partisan deadlock as the cause of the panel's collapse and calls for Assembly and Senate leaders to agree on a reform that aids most taxpayers and clears the way for the 1971-73 budget. Democratic lawmakers had urged abolishing the panel, criticizing their GOP partners for inaction.
The Wisconsin Senate gave final approval to a measure allowing public schools to release students for religious instruction during class. The constitutional amendment, if approved by voters in the April 1972 election, would go to a referendum after clearance by both houses and potential enabling laws.

The merger with the University of Wisconsin system is to be signed into law today by Governor Patrick Lucey. Haas can return to Eau Claire before July 1, 1973 if needed.
Gov Patrick Luceys controversial shared tax reform proposal met strong resistance at the Wisconsin Towns Association convention as 800 delegates rejected the plan. Lucey argued the measure would have added 20 million dollars in shared taxes for towns and rural areas if enacted in 1970.
Republican senators, in a caucus, unveil a substitute state budget plan to boost school aid funds and property tax relief. The bill would raise guaranteed valuations for K8 districts from 42000 to 45900 then 49800, and for K12 units from 43500 to 47800 then 52000, under 1971-73 rules.
The proposal set to take effect November 14 aims for a 2 to 3 percent annual inflation rate by year end 1972. A seven member Price Commission will set price norms, a Pay Board with labor management and public reps will curb wage hikes, and an Interest and Dividends Committee led by Arthur Burns will apply yardsticks to credit. A Health Service panel will advise on costs, while a Cost of Living Council will enforce standards, backed by IRS regional offices and 3,000 staff.
The Labor Department reports a small drop in unemployment to 4.8 million and a jobless rate of 6 percent as total employment rises. Most gains come from part time work while many Americans see lower weekly earnings due to a shorter average work week.
AP reports economists find Nixon Phase 2 plans encouraging but hard to administer while Congress plans to rewrite stabilization law. Staff Sgt. John C. Sexton Jr., 23, of Warren Ohio, was released by the Viet Cong and walked eight hours barefoot to safety at Loc Ninh, 70 miles north of Saigon. Captured Aug 12 1969 near An Loc, he arrived in generally good condition though with a drawn look and sore feet.
