Wilbur J. Cohen former secretary of health education and welfare urged at a Milwaukee social workers convention that eliminating the residential property tax as a financing base for public schools is essential for national educational improvement. He asked if Russia and China fund their schools by property tax and said progress depends on changing the system.
Wisconsin residents express broad backing for the wage price freeze with a mail survey. Most want controls after the freeze and are willing to forego wage increases if prices stay down, while opinions on Red China and busing are also noted.
Leonard Haas, 56, Eau Claire State University president, won unanimous backing from the Regents' selection committee. He would pursue the executive director role amid Gov. Lucey’s merger proposal. Haas would accept if asked to succeed Eugene McPhee.

Twelve Green County 4-H clubs participate in the World Dairy Expo banquet at Dane County Fairgrounds where 255 clubs from 20 counties gather for awards. Four members from each club receive ribbons and cash prizes for booklet judging, with AMPI Mid-States, UW Extension, and American Dairy Association of Wisconsin sponsoring the event. Grand and runner up traveling trophies will be awarded by A. L. McWilliams, AMPI manager.
