James B. Goetz says Monroe will not raise its 1961 tax rate despite an $18 000 local budget rise. Officials say city valuation and a $18 000 contingent fund surplus offset the increase, while the county budget could raise taxes by about 2 50 per 1 000 if adopted. H Eugene Segner was reelected highway commissioner for two years by the Green County Board of Supervisors defeating former member T R Newman 23 to 10. He brings 29 years in road work and five years as commissioner. Three highway committee members were reelected Edward Bidlingmaier Ray Grady and Dean Rinehart. Alvin Moritz became county auditor as the sole applicant. Mrs Allan Barnard won a welfare committee seat to fill the unexpired Viney term, Ernser moved to the school committee, and Merlyn Rufer was renamed to the school committee. The afternoon session planned to name a successor to J R Schesser. Board adjourned for dinner then recessed.

Draft of Physicians May Resume in 1961
Defense Department will resume drafting doctors if enough volunteers do not appear. About 4,500 hospital interns were notified they must return completed application forms by December 1. Assistant Secretary Dr. Frank Berry warned the draft could extend into 1963 and that 650 doctors may be drafted next spring if needed.

Discoverer XVII Capsule Snared By Pelican II Team
The USS Air Force recovered the Discoverer XVII space capsule after the Pelican II crew led by Capt. Gene W. Jones spotted its parachute over the Pacific north of Honolulu. The capsule, ejected from a satellite on its 31st orbit, was retrieved 21 minutes after the snare. An Atlas missile test from Cape Canaveral also succeeded, delivering a data capsule near Ascension Island.

George Schmerse dies at 72 in Monroe
George F. Schmerse, 72, of 2202 12th street Monroe, died at 7:30 a.m. at his brother William F Schmerse's home where he had lived nine months after a two year illness. Born August 6, 1888 in Green County, he was a farm laborer, member of St Johns United Church of Christ, survived by three brothers William F Herman R and Emil Juda and two sisters Ida Zumbrunnen and Hulda Haberman. Funeral set for Thursday at Shriner Neushwander with Rev Paul H Olm officiating, Greenwood cemetery burial. Friends may call after noon tomorrow.
