Firemen Parade Marks 50th Anniversary Event in Freeport

National Guard Takes Command Of Civil Defense Support
Wisconsin National Guard to direct all Army Navy Air Force and Marine Corps active and reserve forces assigned to state Civil Defense in a nuclear attack. Maj. Gen. Ralph J. Olson announced the plan approved by Secretary McNamara with Maj. John L. Downing Jr. named chief of the new Civil Defense support. Downing, a Madison resident, has a long record including World War II Korea Berlin crisis and various Wisconsin Guard posts. The State Headquarters will report to the Fifth U.S. Army in Chicago and provide Civil Defense support as needed.

Mary Jane Higgins 25 and her newborn daughter were fine after birth at Oklahoma Osteopathic Hospital in Tulsa. Curtis Higgins 25 handcuffed himself to his wife to protest being barred from the delivery, and police were called but no charges filed as no law was violated.
