President Kennedy asks Congress for a drastic long term foreign aid reform. He seeks a five year loan authority of 7.3 billion dollars to drive a decade of development abroad, proposing a unified agency to replace fragmented programs including ICA, DLF, food for peace, and Peace Corps. Loans would run up to 50 years with no or low interest.
Clarence R. Benkert game manager warns a high skunk population with 85 to 95 percent rabid. He says disease cycles rise now and many animals will die off. Sick skunks should be killed and buried to prevent bites. not all animals are posted unless they have bitten. A skunk was killed yesterday at the Ted Rahberger farm yard after it could not be chased away.
President Kennedy will hold a news conference broadcast live at 5 p.m. Monroe Time tomorrow reversing a plan for a 4 p.m. session with no live broadcast. The White House said networks will carry the event as Laos crisis speculation swirls around a possible announcement. Kennedy reportedly sought more time before addressing the Laos situation.
A packed Mad Cap Minstrel Show drew about 900 fans, with a repeat performance possible at 8 p.m. tonight in the junior high auditorium. Proceeds from both shows fund an outdoor theater in Twining Park. The event featured Allan Barnard, Pat Barnard, and Charles Figi, with strong numbers by Sally Ducow and William Rollins, amid foggy weather and a nearly filled house.
Aldermen last night approved a two year beer age law to take effect soon. The council also OKayed a new tone alert system for fire alarms at 5 817 and approved a $20 raise for Policewoman Elizabeth K Hoffman. They set work hours and overtime rules for officers and authorized 22 000 to the State Aeronautics Commission for the proposed airport project. The fire alert unit will supplement the siren, and 5 000 is in the 1961 budget with 817 from the fire equipment fund.
In London Old Bailey five defendants including American Peter Kroger Morris Cohen and his wife Helen were sentenced up to 25 years for stealing Royal Navy secrets for the Soviet Union. Harry Houghton and Ethel Gee received 15 year terms. Scotland Yard linked the Krogers to Rudolf Abel, who once held photos of them.
A Wisconsin Senate agriculture committee hearing drew sharp reactions from cheesemakers. The proposal would bar licensees who own storage goods from holding a warehouseman license and would double warehouse license fees to fund improved state inspections.
Operations at the Monroe Frito Co. plant remain suspended while repairs proceed after yesterday’s costly fire. General manager Alvin Kubly says painters finished repainting walls and smoke residue was cleaned. Three leaders will be honored at the Wisconsin Livestock Breeders Association 49th annual meeting in Madison. Leonard Beadle of Clinton, Roy B. Ormond of Madison, and Robert Traynor of Milton receive recognition for lifelong contributions to livestock breeding and promotion. Beadle mentored champions as a vocational ag instructor. Ormond advanced meat type production and served Wisconsin farmers, retiring as a captain in the Air Force Reserve in 1959. Traynor promoted Milking Shorthorns and led the Wisconsin Milk Shorthorn Breeders Association as president.
Mr and Mrs G Fred Galli plan to leave Switzerland on Thursday March 30 and reach Monroe on Saturday April 1 They expect to arrive in New York City at 730 p m March 30 Galli told Roger L Elmer yesterday by phone Mrs Galli hospitalised during the visit is now able to be up part of each day

City Council voted seven to one to raise the legal beer purchase age from 18 to 21 after a lengthy hearing. The ordinance takes effect upon official publication next week, with Second Ward Alderman Gerber the sole opponent urging a delay until the Legislature acts.
