The measure halts court-ordered busing for 18 months pending appeals, with greater impact in the North and limited effect in the South. The bill funds postsecondary operating costs, guarantees a $1400 undergraduate grant, and creates a National Institute of Education while boosting desegregation aid and aid for veterans and Indian education needs.
