Proxmire Attacks Kohler Surplus Alibi on 1951 55 Building
Madison Wisconsin Sunday radio broadcast charged former Governor Walter Kohler with a feeble alibi for using the state's 45 million dollar surplus. Proxmire argued 13.6 million from the 1951 55 institutional building fund came from a cigarette tax, not the surplus, with 28.4 million as about five percent of general fund revenues. He noted predecessors built more from revenues while surplus remained. Critics claimed only a fraction of the 200 million dollars needed for state buildings had been completed.
