AP reports bad weather and blocked roads hinder rescue workers in Huaylas Canyon as Yungay Caraz and Huaraz suffer near total destruction. Officials fear up to 30,000 dead though tally remains uncertain due to broken communications. In Yungay only about 2,500 of 20,000 residents survived.
Edgar M. Cartwright, chairman of the Apollo 13 investigation panel, said excessive electrical power welded two thermostatic switches shut during a ground test. The switches controlled a heater in the service module oxygen tank on the Apollo 13 mission, and the overload occurred two weeks before the April 11 launch.

Mrs. Alvin Mandy Rabehl of Monroe and Henry Spring of Route 1 Monticello named county senior King and Queen. Finalists will compete for state Grandparents Day honors in Milwaukee on July 26. Crowning and introduction planned at Monroe City Band concert June 8 at Twining Park Bandshell.
President Nixon scheduled to speak tonight at 8 p.m. CDT to give an Indochina progress report. The national address follows a Senate vote on a Dole backed measure to counter the Cooper Church amendment restricting funding for U.S. operations in Cambodia after June 30. The defeat of the Dole proposal was anticipated but not expected to alter Nixon's televised remarks.
The Albany Village Board unanimously approved extending tavern closing hours to 1 a.m. six days a week and added noon Sunday to midnight. The move follows amendment timing and was part of several licensing and budget items discussed at a Tuesday meeting.
