President Eisenhower petitions Congress to enact a comprehensive program to curb labor management abuses and expand union accountability. The proposal tightens Taft Hartley bans, speeds representation elections, requires detailed union disclosures, and imposes penalties for fund abuses and improper dealings.
Gov. Nelson A. Rockefeller plans a fiscal year tax increase of roughly 250 million dollars with backing from GOP majority leaders in the Legislature as Albany prepares for new revenues.
President Eisenhower announced remarkable progress in the ballistic missile field and dismissed Soviet claims as baldfaced lies while noting production ambiguity. He defended his middle of the road program to Republicans, denied copying New Deal measures, and expressed hope Cuba’s Castro government will represent Cuban people. He also denied rift with Chief Justice Warren over school integration.
Public employees would be barred from striking under a bill introduced in the Senate. Senator Kirby Hendee of Milwaukee said the measure responds to a longstanding strike threat by Milwaukee municipal employees.
The Air Force fired the Atlas ICBM from Cape Canaveral on a long range Atlantic test. The 80 foot rocket traveled about 4500 miles to an impact area near Fernando de Noronha Island off Brazil. Engines burned for over six minutes, longer than prior tests.

New York report that 110 rugged young Americans were named as candidates for the first manned satellite to orbit Earth. They will gather in Washington for tests and volunteer for space flight. eventual selection may occur within three months, with final choice possibly two years away.
Donald A. Ferris, Brooklyn police chief, was elected chairman of the Green County Democratic Club at Turner Hall. He succeeds Mrs. Ray Barth with Miss Thelma Gamm named vice president and Mrs. Kenneth Mayer and George W. Norton in key posts. The next meeting is set for Feb 6 at Turner Hall.
In Madison the chairmen of Wisconsin Assembly standing committees voted unanimously to open all committee meetings to the public. Speaker George Molinaro led the move, with all chairmen present as Democrats. Bills and executive sessions would no longer be shielded from public view.

A witness testified that Mrs. Clifford Barnes was alive in Houston at 9:40 p.m. on May 24, challenging the state's claim she was killed in Galveston the same night. Howard B. Stickney faces murder charges in her death and that of her husband, a highway draftsman. The neighbor described seeing Barnes and Stickney near the couple’s Madison Street apartment.
Mrs Barnes identified as sister of Kenneth Chris Frydenlund of Albany in local obituaries noting familial ties and place of residence.
Senate investigator John Findley testified that Allen Dorfman diverted 461.66 of union welfare fund premiums from Mount Vernon Insurance Co to cover his business expenses. Witnesses linked Dorfman with James Hoffa and Leo Perlman in schemes charging unions up to 2.25 million in overcharges, while Dorfman invoked the Fifth Amendment.
Dr Hammel medical director of the Badger Regional Blood Center and Peterson administrator of the Wisconsin Blood Center at Madison are to attend a Red Cross blood program meeting at the Courthouse tonight at 8 p.m. County chairman Walter J Bober says Green County is only southern Wisconsin county not in the program outside Janesville area. A clarification is expected.
Actor Herbert Marshall, hospitalized in Santa Monica at St. John's with pneumonia and pleurisy, is listed in fair condition today.
Judge Marshall L. Peterson announced at Monroe that a spot on his left lung from a routine checkup was an old lesion and did not require surgery after several X rays showed calcium at the site. He plans to continue regular medical exams in the future.
Decorah Iowa sheriff reports no new information on the January disappearance of Mrs. Ronald Rear 22 and C E Allen 34 partners in a New Hampton gambling venture and an Decorah IGA. A kidnapping affidavit signed by Mrs Rear's mother is on file and a warrant for Allen’s arrest was issued. The couple married eight months and have three children. Sheriff Hitesman sees no foul play suspected.
C E Allen managed the Allen IGA store and later the Sentry Market in Monroe during four years there. He departed for New Hampton in 1956.
Milwaukee Gov Gaylord Nelson urged a 10 month school year and prefab construction to cut costs in state education. He argued multi million dollar buildings are wasteful and warned districts could fund a 10 percent teacher raise if schools run longer. He anticipated pushback from school boards and PTAs.
City Council voted unanimously against a primary for treasurer after four candidates filed. Mayor Schiller said any candidate could petition to force a primary, but all four would proceed with the council decision. Acting treasurer Lydia Miller to serve through May 1 as Helen Gempeler dies.
New York stocks showed brisk but irregular trading as lower priced issues gained momentum in the mid day session. Copper and rubber stocks led the gains among higher quality issues while most prices moved within a one point range. Zenith jumped about 13 points, U S Hoffman rose around 2 points, and Gobel Brewing gained about a point.
