Atty Gen Mitchell says crime rates still rise but improving in 23 large cities during nine months of 1970. He credits Nixon policies for progress and expects continued declines amid broader law enforcement efforts.
The Nixon administration will slash funding for low income rural housing by about one third for the current fiscal year. The Farmers Home Administration program, in the Agriculture Department, was previously funded at 1.4 billion dollars for the year ending June 30.
Detroit AP reports Chrysler Corp and the United Auto Workers reached a tentative contract for 110,000 production employees and agreed to discuss a potential four-day work week.
AP dispatch reports the state Highway Commission will receive bids Tuesday on 22 maintenance and construction projects in 22 counties including Milwaukee safety, painting, lights and signs work. In Manitowoc, a county judge released Dennis Faber 20 Walders from murder charges after finding insufficient evidence for a first degree case.
Judith Ann Ford Miss America of 1969 and Edwin Clifford Johnson plan a August 14 wedding. Both are University of Illinois physical education majors with Ford a junior and Johnson awaiting his B A degree. Johnson hails from Rockford Illinois.
The Racine city council voted to fly the American flag at half staff atop city hall while any Racine serviceman dies in Vietnam lies in state. Alderman William Wittke proposed the memorial honoring city residents serving in Southeast Asia.
The old Twin Grove schoolhouse, moved to Kenneth Reed farm Route 1 Monroe about 15 years ago, burned Tuesday afternoon. Juda volunteer Fire Department received 2 p.m. call and Mutual Aid from Monroe at 2 54 p.m. Water hauled from Twin Grove. no damage estimate yet. Reed discovered fire as he descended from the fodder mow. heater had been recently inspected. Farm lies six miles southwest of Juda.
On his second anniversary in office President Nixon faces mixed results. He notes progress in winding down Vietnam while grappling with a slower economy and higher unemployment. Foreign gains include arms talks and a Arab-Israeli cease fire.
Wisconsin Governor Lucey blasted the Nixon administration for prioritizing defense as states face tight budgets. In a Sigma Delta Chi speech he linked budget gaps to misallocation of resources and warned defense spending would rise. He urged tax money to sustain quality of life and noted a $500 million 1971 73 revenue shortfall.
Fire Chief Joseph Benkert presented Monroe city fire losses for 1970 totaling 35 138 in buildings and 16 332 in contents. Fires requiring call totaled 34 775 in buildings and 15 775 in contents. Two major fires at Mrs Kublys trailer in March and William Parks residence on Dec 17 accounted for much of the losses. The department answered 30 city calls and 20 rural calls, aided others five times and was aided twice.
Retired Coast Guard admiral William B. Ellis had received a Legion of Merit for leadership and sound judgment a few months before a scandal over the Nov 23 Kudirka incident. Secretary Volpe had criticized Ellis publicly but signed the merit citation on Sept 18. Ellis and chief of staff Capt. Fletcher W. Brown faced letters of reprimand and retirement after a Coast Guard inquiry into the Martha's Vineyard seizure.
AP reports Wisconsin Assembly minority leader Harold Froehlich assails the University of Wisconsin over budget austerity while Gov. Lucey pleads for restraint. The dispute centers on public relations hires and a $10 daily expense increase under consideration by the Joint Finance Committee.
Madison sheriff's deputies pursued two men wanted in the fatal shooting of 23 year old Richard J. Brettinger. The search focused on a 1970 purple model car and followed a dispute over a traffic infraction on Fish Hatchery Road in Madison. Brettinger was an unemployed construction worker.
Monroe ends with a 8654 census tally reported by Mayor Clifford Reasa at a council meeting, down 441 from the preliminary local count of 9095, amid council dissatisfaction and pressure for a 1975 census. Additional actions include budget transfers, licenses granted, property transfers, and staffing changes in police and fire departments.
The Swiss Ambassador Felix Schnyder and Alexandre Manz arrive in Chicago Jan 30 and tour New Glarus on Sunday Jan 31 with a noon luncheon 1 p.m. tour and 7 p.m. banquet. They meet Governor Lucey Feb 1 at the State Capitol in Madison.
State Senator Gordon W Roseleip of Darlington schedules the Governmental and Veterans Affairs Committee hearing for Wednesday. Five bills and one joint resolution will be considered, mostly altering county boards, as Roseleip notes his new chairmanship to aid Wisconsin veterans.
State Representative Joe Tregoning urged renters and homeowners 65 and older to apply for Wisconsin Homestead Tax Relief. Eligible residents must meet age, income, residency, and occupancy criteria and file between January 1 and December 31, 1971. He noted funding increases and easier forms, directing inquiries to Madison or Shullsburg addresses.
