Stephen Frances, 68, of Marshfield Wisconsin, collapsed and died on a Chicago subway platform while visiting a son. The incident prompted tributes as authorities reviewed public safety details.
Monroe reports 11 traffic crashes from yesterday tied to icy streets. Incidents include Reynolds dropping off a passenger when Bloom rear ended him at 6:50 am on 13th Avenue, plus multiple skids, rearings, and minor injuries as drivers struggled to stop.
State mediators voiced renewed optimism as negotiations paused about 10 hours in the Milwaukee contract dispute that shut services and halted trash collection. About 12 000 city county and school workers are striking while 155 schools remained open, 20 closed Thursday, and welfare and county operations adjusted to the work stoppage.

Monroe assigns 5.4 acre site at 30th St and 11th Ave east of the Swiss Wheel Motel for a new Armory to house the 1158th Heavy Transportation Unit. Col. Marvin P. Wang announces approval of the site with three options under review. The old Armory at 9th St and 18th Ave will be sold by sealed bids. Some guards are on active duty including Stephen Gilbertson and Keith McGuire at Ft. Dix and Ft. Sill respectively.
Green County announces the Green County Sanitary Landfill near Juta serves eight units including Monroe Brodhead Belleville Monticello Sylvester Decatur Spring Grove and Avon. Avon previously used Brodhead. Waste must be brought in by enclosed vehicles. Car bodies and toxic or oil based materials are not accepted. The site operates 8 a.m. to 4 30 p.m. Monday to Friday and 8 a.m. to noon Saturday.
