Monroe City Council passed a subdivision control ordinance after a contentious public hearing. Utilities questioned easement and road provisions, while a developer warned the new road-building requirements could raise lot costs. The Wisconsin Assembly, 62-33, approved Norman Anderson's rules limiting floor time and expanding the Rules Committee's power, drawing criticism that the gag rules would stifle minority voices. The body also urged Nixon to protect dairy quotas as it supported a nonfat dried milk import limit and noted an admin quota change.
