Washington imposes softened limits on expense account deductions while final guidance arrives in February. Caplin says new records are reasonable and practical, with receipts not required for single $25 host dinners and allowances for January expenses under review as the rules take effect January 1.
Washington reports a $35 million annual tax rise for cooperatives and patrons under a Kennedy tax revision effective January 1. The plan closes the non cash distribution gap by taxing patronage refunds to members, with at least 20 percent cash disbursement required by co opps. Electric, telephone, and some irrigation co-ops remain tax exempt.
James W. Mauermann named acting park and recreation director to replace Jerry Coplien who resigned effective Jan. Mauermann, son of Mr. and Mrs. Williard G. Mauermann, started as a filter operator at the swimming pool 40 years ago. He graduated Monroe High School in 1960 and Green County Teacher's College in 1962. The Park Board approved the action at a Commercial Bank meeting yesterday afternoon. Board President Lee Mitchell said salary would be set after City Council meeting.

Justice Douglas granted a stay of a lower court ruling that would have let railroads reorganize employee practices. GREEN BAY The Wisconsin Cheese Exchange reports a quiet day with one car State brand pasteurized single daisies sold at 36 cents. An additional car remained uncovered at close along with one car State brand pasteurized longhorns at 37. Unfilled bids at close included two cars State brand 40 pound block at 34 percent and two cars State brand cheddars at 34 percent.
Reports from Europe describe violent fighting between U.N. troops and Katanga forces in Elisabethville with casualties on both sides. U.N. and British officials seek a cease fire as communications are cut and claims of shelling near a hospital surface.
In Rawalpindi both sides stood firm on their claims to Kashmir and broke off the ministerial talks after one session. They planned to reconvene in New Delhi on January 16 and 17, but observers warned chances for a settlement are slim.
New Glarus gains authorization to build a 300000 gallon steel water reservoir with automatic pump control at an estimated project cost of 27500 dollars. It will replace a 55000 gallon masonry tank deemed insufficient for fire protection.
Investigation into reports of shake downs of tavern operators centers on the jukebox and liquor business and will include all taverns in the city, a police official said.
Attorney James B. Donovan tells the Washington Star that he alone directed the operation bringing 1,113 Cuban invasion prisoners to the United States. He says Kennedy would have hindered, but the missile crisis in October forced reliance on his leadership. Donovan, linked to the Cuban Families Committee, was negotiating a $53 million aid package with Cuba.
The Wisconsin State Senate Democrats chose leadership for the 1963 session starting January 9. Senate floor leader is Richard Zaborski of Milwaukee with Lynn E. Stalbaum of Racine as assistant. Norman Sussman of Milwaukee is caucus chairman and Charles Schmidt of Milwaukee is caucus secretary. Three policy committee members were named: Fred Risser of Madison as chairman, Casimir Kendzierski of Milwaukee, and Frank Christopher of Superior.

County 4 H adult leaders received service awards at the annual banquet in the high school M Room. A record 214 attended as spouses and project winners were invited for the first time. Vernon Olson spoke on farm population decline and land conservation while emphasizing continued club involvement.
LeRoy Prine was appointed chief of police by Mayor Reichling replacing Arthur Cornwell who quit after a dispute. Hampton Lindholm named assistant chief. John Harwick hired patrolman at 4000 first six months, with 4300 later. J W S Wilson becomes parking meter tender. Prine earns 3600 weekly 40 hours and will work nights, also custodian of Union Grove cemetery. Cornwell previously earned 4600.
Ed Coopman the sheriff-elect of Oconto County announces Rupert Haare as undersheriff after defeating Haare for the Republican nomination. He pledges to close ranks and unite the party following the election.
Monroe Country Club stock holders voted almost unanimously to authorize the 60 000 expansion of the clubhouse doubling locker room space and adding a new lounge and storage. The project runs on low bids with Joe Kuhne as general contractor and P J Connors Jr for plumbing and heating.
Sherman Albert Gerner 53 of Dearborn Michigan received 60 days in the county jail and a $200 fine after conviction in Rock County Court on fraud charges. He was accused of short changing the Bank of Edgerton with rolls of coins.
