Revenue-sharing checks face first-wave complaints by states

Treasury officials expect many governments to dispute smaller first payments from a $30 billion five-year revenue-sharing program. About 36 000 checks totaling 2.6 billion were mailed for the first half of 1972 with 1 percent withheld as a reserve.
