Wisconsin Attorney General rules county reapportionment may deviate from municipal boundaries if one man one vote is preserved. Opinion urges using existing town village and city lines to guide districts. In Marinette, Boilermakers Local 696 strike talks at Kargard Co stalled with sit in. Lucey referenced in partial coverage.
The Wisconsin Public Service Commission directed Union Telephone Co. of Plainfield to bring current equipment to satisfactory condition and file plans for new installations. The order cites frequent service interruptions high noise and party line eavesdropping risks at the Plainfield exchange.
The Wisconsin Public Service Commission approved new rates for Wisconsin National Gas Racine raising the average monthly bill by 2.35 dollars. The increase affects about 130000 customers in areas west and south of Milwaukee and takes effect after December 10 following the first meter readings. The PSC's approval totals 3.2 million dollars, 2.8 million less than requested.
An 18 year old Wisconsin woman Janet H Gruenhagen of Madison and 21 year old James D Rifleman of Evanston Illinois were killed when their car collided with another at an intersection of Illinois 72 and U S 51 south of Rockford. Gruenhagen was a Milton College student. Rifleman attended Northern Illinois University.
The Wisconsin State Patrol says driving conditions are mostly bare and dry statewide. Slippery patches and partial snow cover are reported in Iron and Ashland Counties. motorists on secondary roads in the northern third should watch for slick spots.
The University of Wisconsin Milwaukee School of Education will offer a field-work course next semester allowing students to earn two to six credits for volunteer work at educational institutions. Enrollment is open to non education majors and aims to support students who cannot take on volunteer work as an overload.

The Senate approved William Rehnquist's nomination 68 to 28, advancing Nixon’s plan for a more conservative Supreme Court. Nixon praised the pair of confirmations while opponents led by Birch Bayh failed to delay the vote.
The Senate failed by seven votes to override President Nixon seven vote short at 51 to 36 with 87 present. The $6 billion antipoverty bill would have extended programs for two years and funded child development. Congress provided $741 million for the Office of Economic Opportunity to carry through next June 30.

A federal judge barred Minnesota from enforcing state game laws against Indians on Leech Lake Reservation. The ruling sides with the Leech Lake Band of Chippewa Indians who argue treaty rights and federal backing protect hunting fishing and wild rice rights, despite the Nelson Act of 1889. The decision may influence similar actions on nearby reservations in northern Minnesota.
