Portland merchants announce 1915 Oregon goods to be displayed in Ashland highlighting regional crafts, textiles, and agricultural products. Officials expect increased trade and visitor interest during the Ashland event season.
The article notes Russians led by B Gratch plan settlement in Oregon lands with a 10 000 acre tract and 160 acre plots for 2 000 to 3 000 families. It also details formation of the first Willamette Valley drainage district covering about 40 square miles and potential land productivity gains. It cites Rogue River Fruit & Produce data for 1913 shipments of pears apples peaches and overall strong prices.
In Monmouth the Assembly Room of the High School hosted a February 21 meeting to organize a Civic Club led by president Mrs Mabel Staats. Principal Keezel lauded civic groups and pledged school support, with officers elected and a constitutional committee named for February 27 at 3 30 p.m. All local women invited to join as charter members.
The Herald reports all smallpox patients have recovered and the last quarantine is raised. Monmouth notes it was fortunate to end the outbreak quickly and the only remaining effect is vaccination soreness. No further danger of contracting the disease remains.

Monmouth common council met with all members present except one. Claims against the general fund were approved for sanitarium items, towels, lights, publishing, and salaries totaling several dollars. Dr Matthis resigned as health officer. Dr Laura C Price appointed to succeed. Mayor to investigate county court plans for Monmouth road district funds.
