Police station acts as community social center for transients
In Monahans Texas, transient aid is channeled through the police station using two funds from Salvation Army and the Ministerial Alliance. Policy limits aid to 10 dollars for gasoline or food per person and 20 dollars per family, with lodging only in bona fide emergencies. Second-time aid requires Chief Mills' approval and all aid requires ID, even via NCIC teletype inquiry.

The piece argues against bypassing gas companies by sourcing directly from wells. It details why drilling, exploration, regulatory costs, taxes, pipelines, and hookup charges would inflate totals to about fifty times a typical yearly payment. The narrator concludes that the gas company role is essential and cheaper.
