City debates telephone franchise and underground system plan
At the committee of the whole meeting last evening the proposal outlines a long term franchise to Central Union Telephone with an underground system, one duct per conduit for police and fire use, removal of poles in two years, and a $10,000 bond. It features free city phones and instruments, tied rates, and a $4,000 city payment, while avoiding a flat rate for subscribers. The negotiators aim to start underground work within 30 days and may finish by early 1911, with pole removal by mid 1911 if conditions allow.

City Franchises Weigh Rates As Rock Island Compare
Mr Mann presses for sliding rate terms but settles on a flat $60 with qualifications. The Central Union appears tied to local stockholders and parent company loans of 19 million floating debt and 6 million bonded debt. Mr Kenworthy argues the proposed ordinance offers fewer company concessions than Rock Island’s franchise, including free service to tri-cities. The telephone project may begin work this fall if granted.
