Silwis orders S100 license issuance to open takeout operations immediately. One license awarded to Herman Kuhne of Moses and the other to Frank Warner and Fred Hanson. Local officials authorize immediate business start.
The Silvis village board created a saloon district on the north side of First Avenue between Seventh and Eleventh Streets with a $1000 license and semi annual payments. Ordinances limit operating hours to 11 pm, ban Sunday sales, and require strict hygiene and disinfection rules as scarlet fever guidance and village offices set by council. A. B. Cox named treasurer with $3000 bond.
