Sacramento February 27. After months of negotiation the Sacramento Merchants and Manufacturers association secured from the Pacific Telephone and Telegraph Company a marked reduction in long distance rates between Sacramento and northern and central California. The new rates effective March 15 are said to reflect increased traffic. Reductions amount to from 24 to 30 percent. To Fresno Watsonville and Merced the rate was reduced from 1 to 3? cents.
