South Dakota representatives discuss a six to seven week circuit of street fairs and carnivals joining Aberdeen Mitchell Watertown Huron and Yankton. The plan aims to cut transport costs and ensure high quality attractions by coordinating a statewide tour.
The Northwestern Stock Growers Association will meet in Belle Fourche on April 14 to 16 following the Western Stock Growers’ meeting in Rapid City. An executive committee session in Belle Fourche set the dates. Belle Fourche Business Men's Club funds a wild west tournament to be held at Butte County fair grounds to reduce street risks.
W L Fenton Arthur Palmer and A S Clouse announce a genuine petrified man exhibit from the Bad Lands of South Dakota discovered in 1892 by cowboys. The five foot ten inch, 500 plus pound figure will tour by wagon to St Louis arriving before the fair, with physicians deeming it authentic.

Early coal samples astonished experts who said they could not have come from South Dakota.
Miss Mildred Sloane married Robert Hollister Angell of the Olwin Ansell Co at St Mark's Episcopal Church in Aberdeen on a crowded Thursday evening. The couple planned an East Coast honeymoon visiting New York and Washington before returning.

President Roosevelt expressed condolences and may join the funeral to Ohio officials and friends grieved openly at the hotel.

Berlin reports 600 Russian soldiers froze to death while crossing ice covered Lake Baikal during a 22 mile march in a snowstorm. A large detachments troops had difficulty navigating the frozen lake and many perished.
February reports describe threats against the British gunboat Espiegle and the US gunboat Helena by Russian soldiers. Russia promises full reparations to Captains Barton Sawyer and Consul Miller as authorities deny losses near Wei-Hai-Wei.
A Figaro dispatch from St Petersburg states the Russian squadron in the Red sea bound for the east is held at Jibutil French Somaliland until further orders. Admiral Rojdestvenski will assume naval command at Port Arthur. The halt at Jibutil may trigger international complications as the port is neutral. France is not expected to demand the squadron’s departure.
The Russian minister and all resident Russians left Seoul last Friday on a special Japanese train. At Chemulpo they boarded the French cruiser Paschal carrying 700 Russians. The Paschal was delayed as Japanese authorities objected to the refugees' disposition, deeming it unsatisfactory.
The Batavia has landed 1500 Japanese refugees at Moji including Japan's Vladivostok commercial agent. Russian torpedo boats reportedly frozen at Vladivostok. Vladivostok squadron repainted and sailed February 9 to Vladivostok after sinking the Nakonouro Maru. Massed troops on the Yalu north bank and reports of cruelty to Japanese refugees fuel a bitter war atmosphere.
London dispatches report the Russian squadron back at Vladivostok after ships appeared near Oki island. Tokyo sources claim Japan has landed 120,000 troops in Korea with 80,000 along the Yalu front. Viceroy Alexeïeff leaves Port Arthur as Russian forces move toward New Chwang.
Seoul correspondent reports the Variag captain sought foreign warship protection to leave Chemulpo harbor but was refused. The British launch delivered a protest to the Japanese admiral before action. Americans avoided conferences though Russian wounded were taken aboard Vicksburg. The request to fire at the sinking Vesks was denied.
The Herald reports from Che Foo that the Port Arthur torpedo strike coincided with Admiral Starks’ birthday banquet attended by naval officers. A stampede caused chaos as crowds fled shops and banks, with Aaron Ginsberg singled out by a shell blast near his office. Police urged evacuation but men refused to abandon train cars for women and children.
British war office grants permission for Pacific naval reserve steamers to carry food to Japan during the war unless Russia blocks Japanese ports. In San Francisco a shipment of canned goods on the steamer Coptic to Port Arthur was seized by the Japanese government at Nagasaki. A 1,000,000 pound beef shipment for the Russian government will depart on the shipper China to Shanghai and then Port Arthur.
Relatives fear for missionaries in Korea Manchuria and Japan as war breaks out with uncertain communications. Rev W Thomas editor says missionaries near conflict were told to decide whether to stay or flee based on personal judgment. A later cable from Seoul confirms all Methodist missionaries in Korea are safe and a bishop arrived safely from Shanghai.
