Army increase faces Senate doubts and Allison to keep post

The army reorganization bill passed by the House is unlikely to pass the Senate without changes. An amendment to extend the current army increase to June 30, 1900, will be offered as a substitute. Senator Allison of Iowa will remain chairman of the Appropriations Committee, with Aldrich to head Finance and Spooner to lead Rules. The Agriculture Department proposes an experimental farm in Washington near the Potomac flats, with 75 acres temporarily granted from the War Department for seed and plant testing.
