Editor, in 1883 the capital commission toured Dakota seeking a site. Frankfort held a banquet where wine was barred by Mrs. E K Foster leading local women. Men agreed to serve. women refused, declaring no wine or no women to serve. The wine was not served, though the incident honored Mrs. Foster’s principle. EK Cressey. April 8, 1893.
