El Reno Land Draw: Record 16708 Certificates Issued

El Reno in Saline County Missouri drew 16708 home seekers for land on Wednesday July 26 1901 amid an estimated 30000 outsiders. Governor Richards moved the drawing to government headquarters citing weather and handling concerns while officials discuss fair witnessing by interstate delegates. Washington says troops will clear nonentitled settlers.

Rear Admiral William Sampson says he read proofs of Maclay's History of the Navy and criticised some passages but recalls little detail about the Santiago campaign. Army War Plan Opens Fort Leavenworth Camp Riley

Secretary Root plans a major army reform with an infantry and cavalry school at Fort Leavenworth by December 1 and cavalry and artillery at Fort Riley by September 1. A vast Fort Riley camp of instruction on 20 000 acres will host mobilized regulars and National Guard for camp organization, drills, and simulated battles to train officers and men for potential war.
