El Reno in Saline County Missouri drew 16708 home seekers for land on Wednesday July 26 1901 amid an estimated 30000 outsiders. Governor Richards moved the drawing to government headquarters citing weather and handling concerns while officials discuss fair witnessing by interstate delegates. Washington says troops will clear nonentitled settlers.
Admiral Schley seeks a naval court of inquiry after being denounced as coward traitor in E A Maclay's History of the United States Navy. Secretary Long may appoint a court likely including Dewey Ramsay and Benham, making the case a national matter. A Kansas City preacher blasts secular leaders for rain prayers amid Sabbath violations.
Rear Admiral William Sampson says he read proofs of Maclay's History of the Navy and criticised some passages but recalls little detail about the Santiago campaign. He notes aide Bennett read proofs and that language in parts may have been immoderate. He regards the main account as a very good narrative though the rear portion is hard to judge.
Secretary Root plans a major army reform with an infantry and cavalry school at Fort Leavenworth by December 1 and cavalry and artillery at Fort Riley by September 1. A vast Fort Riley camp of instruction on 20 000 acres will host mobilized regulars and National Guard for camp organization, drills, and simulated battles to train officers and men for potential war.
