In Atlantic Iowa on May 31 1916 FE T Meredith argued against bonds and taxes for road work. He favored culverts grading ditching gravelling and permanent bridges funded by local communities with county and city votes, ensuring both rural and urban districts approve. He urged state law to require local input before improvements and separate city rural ballots.
