In Atlantic Iowa on May 31 1916 FE T Meredith argued against bonds and taxes for road work. He favored culverts grading ditching gravelling and permanent bridges funded by local communities with county and city votes, ensuring both rural and urban districts approve. He urged state law to require local input before improvements and separate city rural ballots.
County bids for concrete bridges and culverts are invited with October 8 1916 deadline. Bids must use county form, include 5 percent certified check, and bond 50 percent if awarded. county may waive defects or reject all bids. Humphrey County Auditor W M Moore Deputy supervises.
