In Los Angeles a slow witted man named Donald Lee Oughton, 49, armed with a card bearing his name and address for emergencies, is shot dead by police after a pursuit following a sniper report. Officers OMalley and Kennedy exchanged fire when Oughton reached for his wallet, claiming danger. His mother and neighbors testify he was unarmed and harmless, with no gun found.
Central Baghdad Radio reported on Thursday that the Trans government accused Tale President Abdel Salam Aref of spying for the United States. The report notes Aref was killed in a helicopter crash in April 1968.
Federal Trade Commissioner James M. Nicholson urges an eight month moratorium on large corporate mergers with agencies reviewing proposed deals during the period. He backs an eleven month alternative insisting assets over 250 million cannot acquire over 10 million without regulator or Justice Department approval. Survived by wife Laura Jeanette, daughter Jean, four sons, nine grandchildren, four great grandchildren. Funeral at Cawood Funeral Home Chapel with interment in Roselawn Memorial Gardens. The Federal Home Loan Board approved allowing 45,000 savings and loan associations to increase mortgage liquidity. Board Chairman Breston Martin stated associations may reduce reserve holdings from 6.5 percent to 6 percent as they boost home loan investments and smooth funding for mortgages.
The Kentucky State Board of Education heard that rising interest rates and a 6 percent ceiling blocked revenue bond sales for new school construction. Benton Leslie County and Hart districts failed to obtain bids at 6 percent or lower in recent weeks, while Harrisonburg secured a sale at a near six percent rate only with special effort.
