Frankfort KY United Press reports Kentucky's first one billion dollar biennial budget begins today. Gov Bert T. Combs administration has earmarked 31,004,025,723 for the biennium, 3180,632,402 more than the prior period. A 2 percent sales tax goes into effect with projected revenue of 376 million in year one and 100 million seed. Additional allocations total 102,714,639 for education, 73,500,000 for grades one to twelve, and 18,056,715 for higher education. Two million dollars will be added to the Industrial Development Finance Authority to attract and expand industry.
