Frankfort lawmakers reconvened to consider a final vote on exempting Keeneland betting from the state payroll tax. The measure, passed 54 to 35 last week, drew Gov. Chandler’s remarks after he told the Kentucky Farm Bureau not to meddle, clarifying he meant Keeneland not cigarette tax issues. The cigarette tax cut proposal failed in the Senate by 17 to 15, with the governor noting it was considered dead for the session. The Keeneland bill, placed on the nonprofit track by 1954 legislation, could bring about tax implications estimated around $300,000 annually.
