Washington AP The Carter administration resists requiring both houses of Congress to vote on the Panama Canal treaty. Atty. Gen. Critics argue for House approval as well. Retired Adm. Moorer warned to avoid a Torrijos Castro Moscow axis, while Gen. Brown and other leaders said ratification would strengthen U S use of the canal.
