Amendments Would Ease School Pinch in Missouri
ST. LOUIS AP approval of two Missouri constitutional amendments could help school districts facing financial strain. E Burton Sawyer, president of the State Board of Education, said the amendments would not be a cure but could allow some districts to operate on last year’s money if tax levy votes fail. Six St. Louis area districts and three in Kansas City lacked two thirds voter approval. Amendment 3 would let boards levy up to 1.85 per 100 assessed valuation without an election, up from 1.25. Amendment 4 would allow levies kept if a proposed tax boost is defeated. Several districts listed with and without approvals were described, with officials noting the state cannot intervene in districts without approved operating levies. Sawyer announced plans to form a committee on rising district tax troubles, including educators, lawmakers, and laymen, prioritizing St. Louis and Kansas City representation.
