Fate Of Direct Election Amendment Left In Doubt

In Washington AP Senate backers failed to obtain two thirds to end debate on a direct election amendment. The cloture vote was 54 for 36 against, six short of the requirement. Leader Mansfield will review the result with sponsor Bayh and Republican Leader Scott before deciding whether to shelve the measure or press on. The proposal would abolish the electoral college, awarding the presidency to the candidate with 40 percent or more of the popular vote. If no 40 percent is reached a runoff would be held between the top two.
