Negotiations Set for September On Lend Lease And Trade
Talks between Soviet officials and Henry A. Kissinger plan September sessions in Washington to push a lend-lease settlement and a trade agreement toward completion. Soviet grain harvest failures force heavy U.S. wheat buying, draining foreign exchange and pressuring cash. Some foresee Moscow selling gold reserves to pay for grain while credit remains ample. The United States rises as a have-not in raw materials and energy, urging access to Communist resources.
