Revenue sharing bill inches toward October payouts
Washington AP reports the revenue sharing bill cleared a 12 hour conference to set a $1.6 billion social services ceiling, with first payments to 39,000 units possible by October. Senate and House differ on distribution, while critics warn on deficits and limited local impact.
Senate Proposes Revenue Sharing Shift In Senate Bill
The Senate bill, approved 63 to 10, would alter how funds are distributed to states and localities, aligning more with Nixon’s no strings approach. It would give $5.3 billion this year, rising to $29.6 billion over five years, with distributions based on population and per capita income rather than urban tax effort. Urban states would face cuts while many smaller states gain, and central cities would receive more funds at suburbs’ expense.

Soviet Planes Close to U S Coast in Cuba Mission
Two Soviet aircraft carried out a 12 hour reconnaissance mission off the U S Fast Coast from bases in Cuba. Pentagon officials said it was the first time such a mission originated from Cuba with jets tracking the planes by land based radar and from the carrier Forrestal. The closest approach was about 50 miles off the mainland, well short of past intelligence ship proximity.

Auto industry leaders told the Price Commission that skipping annual style changes would save little. Iain Enderson of American Motors said abandoning changes would save about 2 percent on a one time basis, with retooling still needed. Maggots Helped Save Life in Ontario Crash
Denise Sprayson, pinned for five days after a car crash that killed her husband and two friends, survived largely due to medical maggots used to clean wounds. Dr. G L Stewart noted maggots prevented blood poisoning while she remained unconscious, aiding her recovery in hospital. The accident occurred after the car left a curve, sending bodies of Frank Sprayson, 42, and George Price, 40, along with Mrs. Sprayson’s companion, and another woman, Mrs. Gordon Willicombe, 37, was ejected. A dog’s barking drew attention to the wreck. Continuous showers and marshy shade helped keep her hydrated as she survived the ordeal.
