Amendment Method Best Says Tribunals Favor Amendments
ST LOUIS AP The Missouri Public Expenditure Survey director urged lawmakers that amending the state constitution is more practical than calling a constitutional convention. Edward Staples noted Missouri needs no convention, revisions can be added by amendment, and conventions risk defeating the constitution by unpopular provisions. He cited past costs and the 20 year vote requirement, with 1962 voters defeating two conventions.
