War Powers Bill Into Showdown

Washington awaits a House showdown as President Nixon vetoes the war powers resolution. Rep. Clement Zablocki says seven vote switches could override, predicting bipartisan support may shift amid East Middle East tensions and Watergate uproar. The measure limits presidents to 60 days of combat troop commitments without Congress approval, with a 30 day extension for withdrawal. A concurrent resolution could halt action at any time, veto-proof in Congress but challenged as unconstitutional by Nixon.
